Policy and Procedure Know-how
The University of Duhok's Directorate of Institutional Research and Planning (DIRP) organized its first workshop on June 19th at the University Council Boardroom, specifically designed for officers of the University Policy Office (UPLO). The workshop was facilitated by Dr. Faek S Diko from DIRP, who provided valuable insights into the concept and purposes of policies and procedures.
During the interactive session, participants gained a comprehensive understanding of how policies and procedures are initiated and the factors that govern their contents. Dr. Diko shared practical examples of a procedure, allowing participants to grasp the application of these concepts in real-world scenarios. To enhance understanding, a flowchart illustrating the step-by-step process of drafting a procedure was also shared.
The workshop provided UPLO officers with valuable knowledge and tools necessary for effective policy and procedure development. By fostering an interactive learning environment, participants were equipped with the skills to create well-structured procedures that align with the university's objectives.

Making it helpful: Policies should aim to provide guidance and support to individuals within the university community. They should offer practical information and resources that assist in decision-making and facilitate compliance with established standards.
Checking for compliance: The development of policies should involve careful consideration of relevant laws, regulations, and legal requirements. Policies should be drafted to ensure compliance with these external obligations to mitigate potential risks and maintain the university's integrity.
Checking for conflicts: It is essential to review and assess policies to identify any potential conflicts or inconsistencies with other existing university policies. Ensuring alignment and coherence across policies helps maintain a cohesive framework of governance.
Making it enforceable: Policies should be designed with enforceability in mind. They should outline clear expectations, responsibilities, and consequences for non-compliance, providing a framework for enforcement and accountability.
By adhering to these principles, the University of Duhok aims to develop policies and procedures that are user-friendly, adaptable, supportive, compliant, consistent, and enforceable. These principles contribute to the overall effectiveness and success of the policy framework established by the University Policy Office (UPLO).
