The Steering Committee of Strategic Planning (SCSP) at the University of Duhok (UoD), chaired by A. Prof. Dr. Dawood Sulaiman Atrushi, convened for its 24th meeting on November 9, 2025. The one-day meeting covered policy review, committee updates, and progress reporting.

Key Discussions and Outcomes:

Opening Remarks and Committee Updates

Dr. Dawood opened the meeting by formally expressing appreciation to the outgoing SCSP member, Dr. Adel Talib Mohammed Alsaeed, for completing his two-year term. He then welcomed Dr. Nazar Ameen Mohammed as a newly appointed permanent member of the Committee.
Dr. Nazar was officially introduced to the steering regulations and assigned to SCSP responsibilities.

Policy Review and Approvals

The Committee reviewed multiple policies and reached the following decisions:

• Intra-linking Institutional Learning Outcomes with UoD Mission, Vision, and Values
  Presented by Dr. Faek Sido Diko, the policy was discussed and approved.
  
  

• Campus Resources Allocation and Enhancement Policy
  Presented by Dr. Dilshad Abduljabbar Haleem, the policy was reviewed and approved after addressing all comments and revisions.
  
  

• UoD Delegation Policy
  Presented by Dr. Nazar Ameen Mohammed, the policy required further editing and review; therefore, approval was postponed to the next meeting.
  
  

Evidence-Based Auditing (UPLO)

The Committee reviewed the UPLO Evidence-Based Auditing process.
Dr. Dawood emphasized the need for providing training to the individuals involved before the implementation phase begins.
Dr. Faek noted that the policy owner will conduct a seminar for the concerned staff.
UPLO highlighted the need for appointing a Compliance Officer to support the implementation requirements.
Dr. Dawood also stressed the importance of completing the progress report of the KAAE Accreditation Process promptly and extended its deadline to November 20, 2025.

Meeting Closure and Next Steps

All relevant policy discussions were concluded, and approval decisions were recorded.
The next SCSP meeting was scheduled for December 10, 2025 at 12:00 pm.
Approved policies will proceed to the next stages within the university’s governance process.
